Cloud Service Contract creation via File Upload (FBDi) ending in Unsuccessful Status

Cloud Service Contract creation via File Upload (FBDi) ending in COMPLETE Status

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create data file to create the service contract
2.Try to import the data using FBDI
3.process will stuck in 'Unsuccessful' Status

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot import the contracts
