Symptoms

Post 19B PO Approval  is  throwing  the following error  while trying to approve from bell notification or from email.

Error:
An Error occured. Contact your help desk (FND-2)

Steps:
The issue can be reproduced at will with the following steps:
1. Create a PO
2. Submit a PO
3. Approve the PO
4. Error box with message of "An Error occured. Contact your help desk (FND-2) " displayed
