Accounting rule is not coming in the LOV of Journal entry ruleset

It should display the accounting rule
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a mapping set
2. Create an accounting rule and link the mapping set
3. Link the accounting rule to JERS, but the created accounting
