GL Journal Spreadsheet In Chinese Is Not Working (Doc ID 2583313.1)

Symptoms

Customer is using Chinese version Oracle fusion, however seems like GL journal spreadsheet upload is not working in Chinese version,
Journal are not getting imported while import request is triggered from spreadsheet.

Even though Details are loaded to journal interface table, still import program completed in warning with message :

Journal Import found no records in GL_INTERFACE for processing.
Check LEDGER_ID, USER_JE_SOURCE_NAME and GROUP_ID of import records.

Journal getting created fine when submit the import journal program manually form schedule process UI.

-- Expected Behaviour
Import journal program triggered from spreadsheet  should create  journals.

The issue can be reproduced at will with the following steps.
use foreign  ADFDI to import journal
