The option for escalating BPM tasks based on the approver's title is not working starting with release 12 of Fusion Applications.
The navigation path to get to this configuration option is : log in to BPM Worklist application as an admin user, navigate to Administration -> Task Configuration, select a task and go to Deadlines tab.
