Issue With Billing Dates That Not Matches Setup For Starting Period (Doc ID 2595271.1)

Customer Question
Customer tries to create a subscription using Period Start as "Calender Month and Period Type as "Actual".

Like example creating a 13 month duration subscription on 3rd of September and the billing cycle as monthly with above setup, customer is expecting following outcome:

First Billing Duration : 4th Sep 2019 to 30th Sep 2019
Next billing duration : 1st Oct 2019 to 31 Oct 2019.

However, with the provided setup customer is not able to achieve the same.
