Symptoms
While loading the Shipment History via FDBI, the user received an error on table MSC_ST_MEASURE_DATA, column TIM_LVL_MEMBER_VALUE.

ORA-01830: date format picture ends before converting entire input string
STEPS

The issue can be reproduced at will with the following steps:
1. Load Shipment history via FBDI.
2. Generate CSV and load ZIP to UCM.
3. Navigate to Demand Management > Task list: Collect Planning Data from Flat File
4. Select the loaded ZIP file and run collection in Targeted mode.
