'Manage Inventory Transactions' ESS job not getting kicked off using SOAP WebService

ERROR
-----------------------

UN-720397The user does not have access to ESS job definition with name PollTMEssJob and package /oracle/apps/ess/scm/invenory/materialTransactions/txnManager. Check the job definition and user details

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload data into interface tables
2. Run SOAP to process the interface table: Manage inventory transactions
3. Witness the error in the response
