Suspense Accounting Is Not Working In Fusion Accountign Hub (Doc ID 2604838.1)

Symptoms

On : 11.13.19.07.0 version, Functional Setup Manager

When attempting to run Create Accounting, the process ends in error and the execution report show the error below.

The journal is unbalanced from entered amount

The subledger journal entry does not balance in the entered currency.
Cause: The subledger journal entry does not balance in the entered currency and entered currency balancing is not enabled for the ledger.
Action: Verify the entered amounts on the journal entry lines are correct or define a valid entered currency balancing account for the ledger.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enabled Suspense accounting for the 'Subledger' in the 'Specify Ledger Options' screen (General Ledger is not checked)
2. Create Suspense accounts for the Custom FAH application
3. Processed a transaction file through 'Import Accounting Transactions'
4. Create Accounting failed with the error 'Amounts not balanced'.
