United Kingdom Legislation - Why terminated employees are being processed in NI Category Update Process? (Doc ID 2620103.1)

Goal

The NI Category Update Process is picking up employees who were never processed in regular payroll cycle.. They are all the terminated employees whose data was converted for the records only. Is there a way to restrict terminated employees who are no more active in the system from being processed in this process?
