Symptoms
User is not able to add adhoc approver for his/her requisition. The plus symbol is not present while other users can see them.
STEPS

The issue can be reproduced at will with the following steps:
1. Edit requisition > Manage Approvals
2.Add (+) adhoc approver option is not available
