Bell Notifications Not Triggered When Running the Notify Managers of Due Date Approaching Batch Process (Doc ID 2644229.1)

When we run the Batch process for Notify Managers of Due Date Approaching, the process runs and succeeds successfully. However no bell notifications alerts are triggered. When other processes such as Cycle Open - Close processes are run, bell notifications are triggered.
