When trying to add an operation to an existing work definition, error occurs : 'You must create a work definition version to add a new Operation because it is not future effective'

Steps To Reproduce
-------------------------
    1. Manage Maintenance Work Definitions > Search for an existing work definition
    2. Click on 'Work Definition' name
    3. Try to add an operation
