PRC:PO: 20A Zero Dollar Change Orders Not Processing (Doc ID 2656859.1)

Symptoms

Zero Dollar Change Orders are not processing through approvals.
When going to Manage Approvals before submitting the Change Order, the following Error is observed:

Error occurred while displaying History tree table. Error in task {0}. Please correct the error.


When submitted, the Change Order is suck in Pending Approval and when trying to drill into the Pending Approval Status, the following error is observed:

Action details are not available because the approval process is being prepared. Try again later.


When reviewing the Diagnostic Log for the Change Order Transaction in Transaction Console (Navigation: Tools > Transaction Console > Search for PO), the following fault is observed in the Log:

ORABPEL-30103  Ruleset didnt return any results. Ruleset <> didnt return any results. Model the ruleset so that it returns a list builder specification.



Steps to Reproduce
1. Create a Change Order on a Purchase Order
2. Change Nothing
3. Add Change Order Description
4. Go to Manage Approvals
5. Error Observed -- Error occurred while displaying History tree table. Error in task {0}. Please correct the error.
6. Submit Change Order
7. Change Order stuck in Pending Approval
8. Click on Pending Approval Status
9. Error Observed -- Action details are not available because the approval process is being prepared. Try again later.
10. Navigate to Transaction Console -- Navigation: Tools > Transaction Console > Search for PO
11. Clear the "Failed" Filter
12. Search for the Purchase Order Number
13. Locate the Review the Change Order -- (ie: PO# 12345 Change Order# 1 will be Labeled as PO 12345_1)
14. Fault Observed -- ORABPEL-30103  Ruleset didnt return any results. Ruleset <> didnt return any results. Model the ruleset so that it returns a list builder specification.
