Please provide steps to create a new charge definition that works like seeded Usage Charge, which can be used in Subscription management to provide usage quantity and rate it.

Currently, what is seen is "Pricing is reflecting in Subscription however, it is behaving like a fixed recurring charge not consumption based with no option to add usage quantity and rate it on billing schedule."
