Unable to Select Value for Deliver-to Location While Manually Procuring Materials for Maintenance Work Order (Doc ID 2688926.1)

Symptoms

While creating a requisition from a Maintenance Work Order, Deliver-to Location field does not have a
deliver-to location to select in the Create Requisition dialog box.

EXPECTED BEHAVIOR
-----------------------
Expect a value to default for the deliver to location.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Supply Chain Execution > Maintenance Management
2. Manage Maintenance Work Orders
3. Create a work order and release it.
4. Click 'Review Purchased Items' and click 'Create Requistion'.
5. See the deliver-to location is not available to select.
