Goal

Indiana County Tax Override is Not Working for Non-Residents.

Employee with Michigan (MI) home address and Indiana (IN) work address, is marked as Non resident Yes in Indiana Tax Card.

1) County tax (St Joseph) is withholding at the residential rate (1.75%) instead of the non residential rate (0.74%)

Per below reference from http://www.tax-rates.org/indiana/st-joseph-county-income-tax, system is not working correctly.

St Joseph County Income Tax
============================
Residents of St Joseph County pay a flat county income tax of 1.75% on earned income, in addition to the Indiana income tax and the Federal income tax.
Nonresidents who work in St Joseph County pay a local income tax of 0.74%, which is 1.01% lower than the local income tax paid by residents.

2) When tried to override the county level non resident rate(0.74%) it still calculates at the residential rate (1.75%)
