Oracle.bpel.services.workflow.client.WorkflowServiceClientException When Trying To Approve Workflow

When attempting to clicking on "Approval" button, in a Quality Action the following error occurs.
oracle.bpel.services.workflow.client.WorkflowServiceClientException: oracle.bpel.services.workflow.client.WorkflowServiceClientException: java.lang.Exception: Unsupported operation=addCommentWithCorrelationID in service=TaskService and port=TaskServicePort.oracle.apps.fnd.applcore.messages.FndMessagesUtil$FndMapResourceBundle
The issue can be reproduced at will with the following steps:
1. A workflow was created for Quality action.
2. It has one "Approval" status in it.
3. When the quality action is executed and taken to the Approval status.
4. Click Approve Button
5. Observe Error.
1.1. If user click on Pending Notifications icon (near Application Home icon), user is able to open and approve the Quality Control 'Action Required' notification.
1.2. NO comment required for approval in this case.
