On : 11.13.20.04.0 version, Quality Inspection Management

ACTUAL BEHAVIOR
---------------
Manage action rules not functioning properly for Change Material Status Action. 

Rule is defined such that 'if any characteristic is out of specification', the material status should change to 'XXX' else it should change to 'YYY'.

When the inspection results is recorded with 1 characteristic in range and other is out of range the ideal expectation is the material status should change to 'XXX'. but the material status is changing to 'YYY' as if both the characteristics are in range.

EXPECTED BEHAVIOR

Action rules should trigger action plan to move to targeted status and change the material status to 'XXX'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Inspection plan

2. Add more than one Inspection Characteristics Specifications

3. Create action rule with condition If Any Inspection Characteristics Out of Specification , trigger action to change material status

4. Create Inspection with above inspection plan

5. Enter result such that one of the Inspection Characteristics is out of specification

6. Submit the inspection

7. Observed that the material status didnt change as per the action rule defined in Inspection Plan
