Symptoms

Item Extensible Flexfield Value Changes Are Not Reflecting automatically to Default Target Min and Max fields in Receiving Inspection Plan Characteristics

STEPS TO REPRODUCE
----------------------
1. Goto  applications
2. Supply chain Execution->Quality Management
3. Create Inspection Characteristics with Item based
4. Set Target Min and Max values from Item EFF Segments
5. Create Receiving Inspection Plan ( Item catalog based) with Item Based Characteristics
6. Approve Inspection Plan
7. Create Purchase Order and Approve
8. Receive Item and Create Receipt
9. Inspect Receipt-> Click on Enter Quality Results
10. Inspection Characteristics are showing Min Max Target values
11. Cancel and update EFF Value at Item Level
12. Inventory management->Receipts->Inspect Receipts
13. Query the Created Receipt
14.Click on Enter Quality results-> EFF Updates Values are not showing in Inspection Characteristics

EXPECTED BEHAVIOR

Item EFF Value changes should reflect on Inspection Plan Characteristics for Target Min and Max Values automatically
