ACTUAL BEHAVIOR
---------------
Quality Issues Rest API to GET all attachments returns attachments for seeded category "MISC" only.


EXPECTED BEHAVIOR
-----------------------
REST API should return quality issue attachments of custom categories also

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Quality Issue
2. Add the attachment of customer defined attachment category
3. Get the Quality Issue attachment using REST API
