Reprocess Install Base Asset Failed With Invalid BILL-TO and SHIP-TO (Doc ID 2742696.1)

The process Reprocess install base updates ended with warning.

The UI shows error 'The covered asset can't be updated because the record is locked.' but in the oss_asset_txn_messages table the actual error is:

The issue can be reproduced at will with the following steps:
1. Setup PIM/Warranty item
2. Create order through OM
3. Run Reprocess install base updates
4. The above error will be show in the error section
