Symptoms
ACTUAL BEHAVIOR

HR specialist is not able to update costings for a person.
EXPECTED BEHAVIOR
-----------------------
The user wants the HR specialist to be able to update costings for a person and that task should be available in person management.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. On adding the basic duty role ORA_PAY_PERSON_COSTING_MANAGEMENT_DUTY and ORA_PAY_PERSON_COSTING_MANAGEMENT_DUTY_OBI, the user gets access to the task, but is not able to create any entry for the element or the assignment.
2. Upon adding these duty roles, the HR Specialist gets access to a lot of other tasks in the quick actions.
