Project Contract Import Fails: The value of the attribute BillToCustAcctNumber isn't valid (Doc ID 2760940.1)

Symptoms

 When importing Project Contract with lines and bill plans, the process errors, and billplan rejected file shows the following errors:
"The value of the attribute BillToCustAcctNumber isn't valid.You must provide a value for the BillToSiteUseId attribute.You must provide a value for the
BillToCustAcctId attribute."

The issue occurs when Contract Customer Party and Bill to customer are different but reciprocal relationship exists.
