Error while creating Purchase change order

You can't update purchase order schedule because there are transactions pending cost processing for this order. To complete the costing process for transactions. Run the transfer transaction from receiving to costing. Transfer cost

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the Purchase Order  and Click Edit
2. Change Order screen opens with below  error
"You can't update purchase order schedule because there are transactions pending cost processing for this order. To complete the costing process for transactions. Run the transfer transaction from receiving to costing. Transfer cost"
