On : 11.13.21.01.0 version, Pricing

Subscription giving error: Attribute set for AdjustmentBasis in entity ChargeAdjustmentsEO failed

We have noticed a error when we tried to click on Billing Summary if the Price is 0 and we only add adjustments to the  price.

STEPS
-----------------------
Steps to Reproduce:

1. Create a subscription, add a Product with Price 0 , add an Adjustment amount under pricing and activate it
2. Apply hold to the line
3. Open the Product Line , go to Pricing tab and click on the adjustment and click done
4. If you tried to select Billing Summary tab you will see the following error 'Attribute set for AdjustmentBasis in entity ChargeAdjustmentsEO failed'
