Fusion CST Error When Updating Item Cost Profile In Bulk

Symptoms
User has 1 master organization, 29 cost organizations each cost organization has an inventory organization, All use one cost book . All items are assigned to all organizations. Confirmed relationship setups. When the user updates the Cost Profiles using the bulk import option through the task, some records are in error with while other records get processed successfully.
ERROR
-----------------------
The item cost profile could not be created.
The data row can be found in batch file ItemCostProfile/1_BATCH.zip.
Cause: The item does not belong to the item validation organization of the cost organization.
Action: Assign the item {ITEM_NUMBER} to the item validation organization {ITEM_VALIDATION_ORG}.
