Purchase Orders /Change Order/ Budgetary Control

Budgetary Control, Funds Check Level is set up as Advisory.

shows messages
PO_SUBMIT_VALIDATION_CO_ERR
PO_FUNDS_CHECK_ WARNING
set up as a Warning, not Error.

After the change order is submitted for approval,

Change Order header shows:
 Status = Pending Approval + Exclamation Point

If you select the Exclamation Point

The system shows an error message:
The change order 1 has 1 or more validation errors (PO-2055683)
Error
The distribution passed the funds check with a warning

Funds Status = Warning + Exclamation point
Select Exclamation point
Warning
Advisory Warning insufficient funds

Is there a way to show message:
the distribution passed the funds check with a warning
as a Warning?

Attempted to change the message type from Error to Warning  in Manage Purchasing Messages  but it  does not work. It shows as Error.
