Symptoms
On November 3, 2020, Multnomah County voters approved a measure to establish a tuition-free preschool program called Preschool For All (PFA). This program is funded by a personal income tax, which went into effect January 1, 2021. However, employers weren’t required to withhold this tax from their employees in 2021. Nor does HCM Cloud support this withholding in 2021.
Starting October 23rd, 2021, payroll runs or QuickPays have begun to accumulate County wages for employees living or working in Multnomah County, Oregon. Additionally, employees where earnings for the run annualized to $200,000 or more would also have County taxes withheld. These wages and taxes would show up on downstream reports for employee and employer balances. The Third-Party Periodic Tax Filing interface would also include these wages and taxes.
