In FBDI Template Header Number field on the Work Order Asset Tab is Not Allowing Update (Doc ID 2821090.1)

Symptoms

When preparing FBDI template for maintenance work order, MaintenanceWorkOrderTemplate.xlsm, Header Number field on the Work Order Asset tab is not allowing update.
The below error is thrown attempting to update the field

ERROR

The value you entered is not valid. A user has restricted values that can be entered into this cell.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download the 'MaintenanceWorkOrderTemplate.xlsm' template from docs.oracle.com
2. Provide the details in the Work orders tab
3. Navigate to Work order Asset tab and try to enter the field Header Number
4. The above error is thrown by the excel file
