On : 11.12.1.0.0 version, Initiate Project-Define Project

Not able to create projects from UI

When trying to create projects from UI, the system is giving the following error:

A new project or project template can't be created because of an application error. Contact your help desk. (PJF-2235884)

JBO-27024: Failed to validate a row with key oracle.jbo.Key[300000026718613 ] in ProjectEO
