Interfaced And Approved Date Are Not Aligned With User's Timezone

On : 11.13.21.10.0 version, Billing
ACTUAL BEHAVIOR
---------------
User is processing the subscription in US timezone, but process/invoice happens to be run on UK time.
User in Canada Region Approved the contract on the 14th
However - the Approved date on the Subscription displays 15th January.
User switched preferences in Region to Canada and Mountain time (-7hrs) and still shows the 15th.
Subscription Start Date : 1st January 2022
Subscription End Date : 31st December 2022
Interface date 14th January 2022
Approval Date shown as 15th January
Accounting Date : 14th January
Transaction Date : 15th January
Invoice & Date Point Date : 15th January
EXPECTED BEHAVIOR

User is processing the subscription in certain timezone, should see invoice processed in the same timezone.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access the application in a certain time zone
2. Switched preferences in Region to a timezone
3. Create a subscription with product lines
4. Submit the subscription to AR for invoicing
5. Observe invoice create on a different timezone
