Unable to Fetch Subscription Details via REST API Using User Created From Security Console (Doc ID 2854147.1)

Symptoms

On : 11.13.21.10.0 version, REST/Web Services

ACTUAL BEHAVIOR
---------------
Non human account/Service Account is not able to fetch subscription data using Rest API

In UAT environment, when user are calling below Rest API to get subscription data through Non - Human Account/Service Account, it is giving 0 results.
Only for this (below given) REST API that no results is being fetched. Non-Human Account/Service Account- USER1

The subscription customer is present and the subscription is active in UAT environment.

Rest API called--

https://xxx.fa.us2.oraclecloud.com/crmRestApi/resources/11.13.18.05/subscriptions?totalResults=true&limit=15&onlyData=true&q=BusinessUnitId=00000000000 AND products.coveredLevels.InventoryItemId=00000000000 AND PrimaryPartyId=00000000000 AND Status in ('ORA_ACTIVE', 'ORA_UNDER_AMENDMENT')&fields=SubscriptionNumber,StartDate,EndDate;products:ProductName,XX_OSS_ChillerAccessLevel_c,XX_OSS_AccessCodeExpirationDays_c&orderBy=EndDate,SubscriptionNumber


 

EXPECTED BEHAVIOR

Data results is expected using Rest API to get subscription data through Non - Human Account/Service Account, it is giving 0 results.
Only for this (below given) REST API that no results is being fetched.

The issue can be reproduced at will with the following steps:
1. Send Rest API call to get subscription data through Non - Human Account/Service Account
