Billing Schedule Start Dates are not aligned correctly based on 'Align Billing From' Date

For example :

If  subscription is created via OIC using below dates :
Line start date : 29-Dec-2020
Line End Date : 28-Dec-2022
Align Billing From Date : 28-Jan-2021

Based on this input they expected 24 billing schedules to be generated, wherein 1st schedule is prorated & starts on 29-Dec-2020 and rest schedules start on 28th of each month.

The Billing schedules 1 & 2 were generated as expected:
Schedule line1 : from 29-Dec-2020 to 27-Jan-2021
Schedule line2 : From 28-Jan-2021 to 28-Feb-2021

But from the 3rd schedule line, the start dates are aligning to end of month date (30 or 31 of the month); which was not expected.
