After 22C upgrade Demand Plan Fails With Error (Doc ID 2900191.1)

Symptoms

After 22C upgrade, demand plan is failing with the below error:-
There is error with Forecast Segmentation for forecast profile id xxxxx. Extracting of filters from Clob failed for profile id: xxxxxx

Steps To Reproduce
1) Navigate to Supply planning work area -> Demand planning
2) Manage Plans -> Run the demand plan

Impact
* This impacts 22C customers running demand plan.
* This can also impact customer using replenishment planning if forecast is generated in replenishment plan.
* This also impacts Table and Graph. The segment group hierarchies will be missing in the table and graphs.
