 Approvals and Notifications

ACTUAL BEHAVIOR
---------------
Requisition Approvals

All requisition approvals are being automatically rejected.
Before Submitting,
Manage Approvals shows approvers
After Submitting,
Transaction Console shows task as completed.
But Transaction History shows an error.

EXPECTED BEHAVIOR
-----------------------
Be able to approve requisitions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create approval rules in BPM
2. Create requisition, check Manage Approvals
> approvers retrieved
3. Submit for approval
> Transaction Console shows task completed, but Transaction History shows an error in task.
