Net change collections of on hand temporarily does not update the quantities under very specific data transactions. The issue rectifies when the triggering condition is no longer true.

This happens in a case, when on hand for an item/org/sub-inventory/lot is completely issued out.

Also, before the next net change collection run, there is no other on-hand for the above combination not received into inventory.
