ACTUAL BEHAVIOR
---------------
Existing open work orders capacity requirement is not getting calculated in the Resource Plan output.


EXPECTED BEHAVIOR
-----------------------
Open work orders should consume the resource capacity.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run S&OP Plan.
2. There are open Work orders in the plan. Check the resource plan
3. The resource requirements are 0. The resource requirements should have been created for the open work orders
