Supplier Capacity is not calculated for purchase orders. The supplier capacity requirement does not include the purchase orders

EXPECTED BEHAVIOR

Supplier capacity should be calculated calculated for open purchase orders.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run sales and operation plan
2. View the supplier capacity requirement measure for the respective supplier and site. The requirement does not include the open POs
