Project Execution Management - Create Project Option Missing (Doc ID 2920000.1)

Goal

When navigating to the Project Management option > My Project option, in the task list the Create Project and other options are missing.
Why?
The user has the Project Admnistrator, Project Execution and Project Manager Roles and Project Execution Management offer is enabled.
