Symptoms
After 23A update: Adjust Individual Balance Responsive Page : https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/payroll/releases/23A/23A-payroll-wn.htm#F25111, while performing Adjust Individual Balances on employees, UI fails with below pop-up message (no additional text).
Another pop-up shows below error:

The issue can be reproduced at will with the following steps:
1. Go to My Client Groups
2. Select Payroll
3. Select Adjust Individual Balance.
4. Pick the value for balance LOV and notice the reported error.
