On : 11.13.23.01.0 version, Payables
When attempting to add Event Class to Subledger Tax in Manage Accounting Method
the following error occurs.

No button to add Event Class
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Duplicate the seeded Accounting Method Standard Accrual with Encumbrances
2. Choose subledger Tax
3. No event class and no button available to add one
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot finish the setup for Accounting Method.
