PRC:PO: Finally Closed POs Ended Up With Budgetary Control Errors, Project Budget Never Got Returned (Doc ID 2945294.1)

On : 11.13.22.10.0 version, Purchase Orders

ACTUAL BEHAVIOR
---------------
A user reported Finally Closing 3 POs which never returned their budget to
the Project it was being validated against.
When looking at the Funds Status it says Liquidated, however, when clicking
on the icon all POs have the line which was supposed to return the Budget to
the Project ending up with an error because the GL period it was validating
against was Closed for the Period of August 2022, this was done months after
the creation of these POs when this Budget period was closed.
All Budget period closed for control budgets happened for the Aug-22 which
was closed at the moment our user Finally Closed the PO, however, our user
reports not seeing any warning from the Control Budget stopping her from
Finally Closing the document.
Because the orders are Finally Closed we are unable to act upon them but they
never returned the budget to our Project Budget which has absolute Control at
project level.

We need this budget to be released to cancel previously created transactions
which are affecting period close for our operation.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create PO and approve it
2. cancel PO but Budget period was closed for Aug-22 that time
since budget was closed user received error budget period is closed
3. after reopen GL Budget period and then try  Finally Close the POs
so funds should be returned but that didn't work .
