Sub-Process ESS Job Stays Running For A Long Time and Cannot Be Canceled (Doc ID 2946170.1)

Symptoms

On : 11.13.23.01.0 version, Billing

ACTUAL BEHAVIOR
---------------
One of the child request "Fetch Pricing Information for Subscriptions" gets completed soon, but another child request "Generate Billing Schedule for Subscriptions" is running longer.

User tried terminating long running requests, but it is in "Canceling" state and hasn't updated to cancelled.


EXPECTED BEHAVIOR
-----------------------
The scheduled processes should not take a long time to complete.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Scheduled Processes
2. Run the following process: Fetch Pricing Information for Subscriptions and Generate Billing Schedule
3. The Sub-process Fetch Pricing Information for Subscriptions gets completed
4. The Sub-process Generate Billing Schedule for Subscriptions is stuck
5. Cancelling the Generate Billing Schedule for Subscriptions => sub-process is stuck in Cancelling status.
