Symptoms

When attempting to reopen a Finally Closed Purchase Order(PO), the following error occurs.


ERROR
-----------------------
"You can't reopen this record because the budgetary control process couldn't be completed. Contact the budget manager listed on the Funds Reservation page."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to reopen a Finally Closed PO
2. Error pops up
