ACTUAL BEHAVIOR

Planned Order "Start Quantity" not respecting the item attribute "apply order modifier to start quantity". Item has "Shrinkage" defined. Order modifier - Max order quantity is specified.
EXPECTED BEHAVIOR

Planned order start quantity should respect the attribute - apply order modifier to start quantity
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set apply order modifier to start quantity, shrinkage and max order qty attribute to an item
2. Run unconstrained supply plan
3. View the supply and demands. The planned order start quantity does not honor the max order qty specified
