ACTUAL BEHAVIOR
---------------
Unable to remove the Pending Activation flag on a Product Line that is in Canceled status. This prevents the Subscription from activating.

EXPECTED BEHAVIOR
-----------------------
Users should be able to remove the Pending Activation flag on the Product Line that is in Canceled status.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a Product Line.

2. Set the Pending Activation flag.

3. Cancel the Product line.

4. Active the Subscription.
