STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process Requisitions > Select Requisition Line
2. Add to document Builder
3. Create PO
4. Edit PO > Manage Approvals to view approval tree
5. Submit PO and error occurs
6. PO is still in Pending Approval status
7. Click on Pending Approval hyperlink
Error:
The approvals information is currently unavailable. Try again later. (POR-2010363)
8. Withdraw and resubmit for Approval > same error occurs
6. In Transaction Console the only option available is to Terminate the process, but it still has to go through the Approval process, which results in the same error
