Symptoms

When trying to add a resource to a work order or work definition or standard operation the following error is raised, Also the resource cannot be queried in manage resources UI as well.

"Index 0 out of bounds for length 0"

Steps :

1. Navigate to Manage Maintenance Work Orders
2. Create a new Work Order -> Operations
3. Try to add a resource
4. From the LOV choose a resource and error pops up
