Why The Planned Order Doesn't Have Supplier Populated? (Doc ID 2979040.1)

Planned order for and item in doesn't have a supplier populated as sourcing rule as an end date of 12/31/2023.
As per business assumption, if suggested order date of the planned order is before the sourcing rule expiry, supplier should be populated as we can still go ahead and raise the PO to vendor irrespective of when the PO will be received.
